It might be possible that an embassy is still closed and you cannot apply for for instance a Dutch visa yet. But a Schengenvisa is valid all over Western Europe. So if you really need to come to The Netherlands for business and you cannot get a Dutch visa see if one of the embassies of another Western European country is operational. Apply for a holidayvisa there and made a daytrip towards The Netherlands for your meeting. Keep in mind the embassy you apply needs to be the country of your main destination. So for instance a week visiting Paris with a daytrip to The Netherlands. But keep an eye out on the travel information as Corona is flaring up again so certain areas might go in lockdowns.
